Ronald F. Sullivan received both his Bachelors and Doctor of
Law Degrees from Stanford. He is the author of several books on international project finance and has been involved in the
financing and construction of gas and oil pipelines in Argentina and jack-up drilling rigs in Korea for Bechtel Corp., mining
properties in Peru, Costa Rica, Panama, French Guiana, Canada, the United States and Australia for Kaiser Aluminum, a cement
plant in Hong Kong for K. S. Li and Hutchison Whampoa, aluminum smelters in Australia for Kaiser Aluminum, a zinc smelter
in the United States for RTZ, a salt mine in Australia, newsprint plants in the United States and Canada for Canadian Pacific
and McClatchy Newspapers, and aircraft maintenance facilities in Vietnam.
In connection with these activities he has
negotiated site acquisitions, power contracts, effluent disposal, water usage agreements, product sales contracts, transportation
agreements, technical assistance agreements, contracts for construction of manufacturing plants and the securing of special
tax and tariff arrangements. Financing has included bank loans, exporter credits, commercial paper and interest rate swaps.
Mr.
Sullivan has also been active in the financing, construction and operation of oil tankers, bulk carriers, oil drilling rigs
and supply boats. In the maritime field, Mr. Sullivan has also been involved in the construction and financing of ports for
ocean-going vessels in the Indian Ocean at Cape Cuvier, Western Australia and in the Gulf of Guinea at Tema Ghana in West
Africa.
After his graduation from Stanford and serving a tour of duty as an officer in the U.S. Army, Mr. Sullivan
was for many years a member of a prominent San Francisco law firm rising to the rank of senior partner. He left that firm
in 1993 so that he could devote himself full time to projects in Southeast Asia, especially Vietnam, while at the same time
remaining "of counsel" to other San Francisco firms. Recently, Mr. Sullivan has been associated as legal counsel with the
only publicly traded company which is majority-owned by Native Americans.
Mr. Sullivan is a member of the Bankers Club
of San Francisco and the Olympic Club. International Project Financing was first published in 1988 and the third edition was
published in 1999, with updates having been made each year thereafter.
